Bungie has used the This Week At Bungie blog post to detail how the loot pool for weapons will be changing in Season 11. The world loot pool is the general drop pool, and does not cover specific weapons from specific activities like Strike, Nightfalls, the Crucible, or Gambit.
The world loot pool is designed to go hand in hand with the Max Power idea, where all weapons will have a maximum power that they can reach, forcing players to explore different weapons in a process that Bungie is calling “sunsetting”.
According to Bungie, “it will be curated both for relevance and overall size, to strike a balance between number of rewards and the chance to get a sought-after drop.” This basically means they are trying to find a balance with a reasonably sized loot pool of meta relevant weapons, with the need for players to be able to get the same weapon multiple times in the never-ending hunt for God Rolls, that is to say, the perfect combination of perks for their playstyle and needs.
Where it all gets a little confusing is that some of the weapons will only have a relevant Power Level for the current season, not for the predicted 12-month period that Bungie has stated is the aim for “sunsetting”. It is all a little confusing right now, but hopefully, Bungie will step in to shed some light on the subject.
