For the more experienced players of you, that may sound mediocre at best, though the additional perk Target Acquired compensates for this. Target Acquired makes Personal Assistant grant better target acquisition while also granting significantly higher precision damage. This makes it powerful in locking down a particular target and doing heavy damage to them.

As for how you can get a DARCI for yourself, you can get it one of two ways. The first, and most consistent, is to purchase an Exotic Engram from Xur/the Season Pass and hope it gives you the DARCI.
